UC president explains faculty furlough decision

UC President Mark G. Yudof gave a frank explanation about why the University of California faculty has been asked not to take their mandatory furloughs on days when they have classes. Furloughs were just one of the topics the president discussed at a meeting with Academic Senate leaders.

Yudof talks about fiscal crisis, possible fee increases

UC President Mark Yudof says students have a right to be angry over the possibility of fee increases. “I’m angry too,” he said at the UC Regents meeting. “The closer (education) is to being free, the happier I was. But that’s not the world I live in.” But the worst of the budget crisis is not over, he said, and fee increases are needed to prevent the university from sliding into mediocrity.

How will UC furloughs affect the medical centers?

In an effort to protect patient safety, the UC medical centers were given the opportunity to develop an alternative plan, which would generate the same level of savings as the employee furlough plan. In lieu of employee furloughs, the medical centers have been allowed to meet the required savings, which is equivalent to the amount of savings the furloughs would have achieved, through the elimination of vacant positions, planned attrition, layoffs, management of overtime pay, program closures, voluntary separation program, reduction in the use of contract and temporary labor, elimination of pay increases – except those required by contract, and salary reductions for senior management.

The alternative plan is designed to meet the goals of the Regent’s action, while allowing our medical centers to maintain the highest standard of patient care possible and continue the essential services upon which our communities rely.

Les escribo para darles una actualización de las acciones de los regentes esta semana respecto a la situación fiscal de la Universidad y las propuestas ausencias dispensadas/reducciones salariales. En su reunión de hoy los regentes declararon una emergencia financiera extrema para la UC, y aprobaron la propuesta que compartí con ustedes la semana pasada, de un plan de ausencias dispensadas aplicable a todo el sistema por un año, a partir del 1º de septiembre de 2009. UC Regents approve fiscal emergency plan

Acting on the recommendation of the finance committee’s Wednesday endorsement, the full Board of Regents approved the fiscal plan with a 20-to-1 vote, with ex-officio Regent Lt. John Garamendi voting against it.

Regents’ committee endorses fiscal emergency plan

FYIUC Regent committee members have endorsed a fiscal emergency plan that includes staff furloughs and at least  $300 million in campus cutbacks to close an $813 million state funding gap. The finance committee voted 11 to 1 to approve the cost-cutting plan, with ex-officio Regent Lt. Gov. John Garamendi voting against it. The full Board of Regents will take up the plan at its Thursday meeting. Read more…

Proposed furlough plan facts

Latest NumbersThe UC furlough proposal (en Español) regents will consider this week includes flexibility and a graduated approach: Higher earns will have more furlough days and higher pay cuts. The number of furlough days individuals must take will range from 11 to 26 days, depending on salary level. In general, employees will choose their furlough days off with their supervisor’s approval.

UC spending cuts attempt to share the pain

Op-EdIn an op-ed in the San Francisco Chronicle, UC Board of Regents Chairman Russell Gould and President Mark Yudof  explain why the university can’t just dip into its “rainy day fund” to avoid the painful cost-cutting measures regents will consider this week. “…if there was an easier way, we would have grabbed at it months ago,” they write.
