    Description: The Public Telecommunications Facilities Program assists, through matching grants, in the planning and construction of public telecommunications facilities in order to: (1) extend delivery of service to as many citizens as possible by the most cost- effective means, including the use of broadcast and non-broadcast technologies; (2) increase public telecommunications services and facilities available to, operated by, and controlled by minorities and women; (3) strengthen the capability of existing public TV and radio stations to provide public telecommunications services to the public.

    Opportunity Title: Minority Business Enterprise Center (MBEC)

    Description: In accordance with 15 U.S.C. 1512 and Executive Order 11625, the Minority Business Development Agency is soliciting competitive applications from organizations to operate a Minority Business Enterprise Center in the two locations and geographical service areas specified in this notice. The MBEC operates through the use of business consultants and provides a range of business consulting and technical assistance services directly to eligible minority-owned businesses. Responsibility for ensuring that applications in response to this competitive solicitation are complete and received by MBDA on time is the sole responsibility of the applicant. Applications submitted must be for the operation of a MBEC and to provide business consultation services to eligible clients. Applications that do not meet these requirements will be rejected. This is not a grant program to help start or to further an individual business. Total Recovery Act funding

$610 million was appropriated to NIST:

  • $220 million for NIST laboratory research, measurements, and other services;
  • $360 million to address NIST's backlog of maintenance and renovation projects and for construction of new facilities and laboratories, including $180 million for a competitive construction grant program for funding research science buildings outside of NIST;
  • $20 million in funds transferred from the Department of Health and Human Services for standards-related research that supports the security and interoperability of electronic medical records to reduce health care costs and improve the quality of care; and
  • $10 million in funds transferred from the Department of Energy to help develop a comprehensive framework for a nationwide, fully interoperable smart grid for the U.S. electric power system.

    Opportunity Title: Technology Innovation Program

    Description: The Technology Innovation Program (TIP) National Institute of Standards and Technology (NIST), United States Department of Commerce (DoC), is soliciting high-risk, high-reward research and development (R&D) proposals. Fiscal year 2009 appropriations include funds in the amount of approximately $25 million for new TIP awards. TIP anticipates funding approximately 25 projects. A single company can receive up to a total of $3 million with a project period of performance of up to three years. A joint venture can receive up to a total of $9 million with a project period of performance of up to five years. The America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science (COMPETES) Act, Pub. L. 110-69 (August 9, 2007), 15 U.S.C.A. §278n (2008), was enacted to invest in innovation through research and development and to improve the competitiveness of the United States. Section 3012 of the COMPETES Act established TIP for the purpose of assisting United States businesses and institutions of higher education or other organizations, such as national laboratories and nonprofit research institutions, to support, promote, and accelerate innovation in the United States through high-risk, high-reward research in areas of critical national need. High-risk, high-reward research is research that has the potential for yielding transformational results with far-ranging or wide-ranging implications; addresses areas of critical national need that support, promote, and accelerate innovation in the United States and is within NIST's areas of technical competence; and is too novel or spans too diverse a range of disciplines to fare well in the traditional peer review process. The TIP implementing regulations are published at 15 C.F.R. Part 296, and included in the TIP Proposal Preparation Kit as Appendix B.TIP is soliciting proposals under this fiscal year 2009 competition in two areas of critical national need entitled “Civil Infrastructure” and “Manufacturing” as described in the Full Announcement. TIP is holding four public meetings (Proposers Conferences) to provide general information regarding TIP, to offer guidance on preparing proposals, and to answer questions.
