Total Recovery Act funding
- $40 billion in state stabilization funds
- $13 billion for Title I
- $12 billion for Individuals with Disabilities Education Act programs
- $5 billion in incentive grants for states pursuing higher standards, quality assessments, data systems and teacher quality initiatives
- $5 billion for Early Childhood
- $2 billion for other education investments, including pay for performance, data systems, teacher quality investments, technology grants, vocational rehab, work study, and Impact Aid.
- $17 billion to close the shortfall in the Pell Grant program and boost grant amounts by $500 to $5,350 in the first year
- $13.8 billion to boost the tuition tax credit from $1,800 to $2,500 for families earning up to $180,000.
- An additional $8.8 billion in state stabilization funds are available for other state services including education. School modernization is an eligible use of this funding.
- Authority for states and school systems to issue $24.8 billion dollars in bonds over the next 10 years for renovation, repairs and school construction that will be retired through a combination of local, state and federal dollars.

Purpose of Program: These supplemental funds, appropriated under the American Recovery and Reinvestment Act of 2009 (ARRA), are intended to help stimulate the American economy. The Teacher Quality Partnership program seeks to improve the quality of new teachers working in high-need local educational agencies (LEAs) and high-need schools by creating successful and high-quality model Pre-Baccalaureate Teacher Preparation programs and/or Teaching Residency programs for those qualified to begin teaching. Projects may also include a school leadership component to train superintendents, principals, early childhood educator program directors and other school leaders in high-need or rural LEAs. Initiatives to support development of digital education content, to improve the quality of pre-baccalaureate teacher preparation programs, and/or to enhance the quality of pre-service training for prospective teachers are also supported. The purpose of the Recovery Act is (1) To preserve and create jobs and promote economic recovery; (2) To assist those most impacted by the recession; (3) To provide investments needed to increase economic efficiency by spurring technological advances in science and health; (4) To invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits; and (5) To stabilize state and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases. Award recipients are legally obligated to meet specific reporting requirements established by the Act.
