May an ELC student apply this year but defer enrollment to UC? If he applies next November, can he still use his ELC number? Will his application be treated any differently if he takes a year off?
UC Davis is the only campus that will defer enrollment.
The student may apply to the University at any time. He will not be treated differently for taking a year off. The ELC number means that he is eligible to apply to the University as a freshman. (To complete freshman eligibility, the student must also take all required tests and complete any remaining subject requirements by the end of his senior year of high school.) He can still take a year or so off and apply later, using his ELC identification number.
However, if the student attends college (either community college or a four-year college) after high school, he must apply to the University as a transfer student rather than as a freshman. (This is true of all students, whether ELC or otherwise eligible.) In that case, the student could still use his ELC identification number.

Which UC campuses guarantee admission to ELC students?
For fall 2008, UC Davis, UC Irvine (except Dance and Music majors
and applicants to the schools of Engineering and Information and
Computer Science), UC Merced, UC Riverside and UC Santa Barbara will
guarantee admission to ELC students provided applicants satisfactorily
complete their remaining high school requirements. For a description of
ELC evaluation criteria and guarantees for each UC campus, see UC Campus
Policies and Procedures for Evaluating Freshman Applicants.

Is the language other than English requirement three or four years for ELC students?
Two years of language other than English are required for ELC. All ELC requirements are outlined at http://www.ucop.edu/sas/elc.

According to UC Notes, "all UC-eligible California residents who apply on time will be offered admission at one of the University’s nine undergraduate campuses." If this is correct, why do we bother with the ELC procedure?
There are some advantages for students who are identified as eligible in the local context. ELC is one of the factors considered in comprehensive review of student applications. ELC students are admitted to campuses at higher rates than the general applicant pool. In addition, some campuses guarantee acceptance to ELC students, provided these students complete all other eligibility requirements, such as the coursework requirements for freshman admission and taking all required exams.

A student with ELC status hasn't taken a visual and performing arts course and doesn't have room in his schedule to take one this year. Does he need to complete a year of VPA?
In order to be fully eligible in the local context, students must complete all "a-g" coursework by the end of their senior year, including an approved yearlong VPA course. If the student can't take a course at your school, he may enroll in a one-semester, transferable community college course. It must be at least 3 semester units and fall within one of the four VPA disciplines: drama/theater, dance, music or visual art.

Are courses taken in the summer before 10th grade considered in the evaluation of a student for eligibility in the local context?
Yes. All "a-g" courses taken in grades 9-11 are counted toward the 11 courses required for ELC. While UC does not calculate grades earned in ninth grade in the GPA, we do use the grades earned in the summer following ninth grade in the GPA calculation.
