The University of California Board of Regents will hold its regular business meeting on Tuesday, March 13 through Thursday, March 15, 2007, at Covel Commons on the UCLA campus. The full agenda for the meeting is available at www.universityofcalifornia.edu/regents/regmeet/mar07.html.
TUESDAY, MARCH 13
Tuesday’s agenda is scheduled to begin at 11 a.m. with an open session of the regents’ grounds and buildings committee to consider budget and capital improvements approval for the Helios energy research facility at UC Berkeley, repairs and refurbishment of undergraduate housing at UCLA’s Rieber Hall, Moffitt/Long hospital improvements at UCSF, the east campus bed tower at UC San Diego Medical Center, and computational research facilities at UC Berkeley and Lawrence Berkeley National Laboratory.
The committee will also consider environmental and design approvals for UC Berkeley’s biomedical and health sciences building and UC San Diego’s structural and materials engineering building. The regents will discuss site planning and design parameters for UC Irvine’s humanities building and receive information about UC’s green building, clean energy and sustainable transportation policies.
The regents’ compensation committee will meet in closed and regents-only sessions on Tuesday afternoon, beginning at 3 p.m., to discuss collective bargaining matters, corrective salary actions and stipends, salary adjustments and other compensation for various UC officials. The committee will also continue its discussions about corrective actions associated with the 2006 compensation audits. Consistent with the regents’ policy, all action on compensation matters will be taken in open session on Thursday, first by the committee and then the full board. Materials for Thursday’s open session items on these matters are expected to be publicly available online Tuesday evening, or as soon thereafter as is possible.
WEDNESDAY, MARCH 14
Wednesday’s meeting is scheduled to begin at 8:30 a.m. with public comment, followed by an open session of the regents’ educational policy committee to consider action on principles for the student mental health fee and multi-year planning for professional school fees.
The finance committee will then consider approval of proposed increases in student fees. The committee will also consider adjustments to the UC home mortgage origination program, including eligibility parameters.
After the lunch break, the regents will hear a presentation on UC telemedicine programs aimed at improving health care in rural and remote areas around the state.
On Wednesday afternoon, the regents will meet in closed session to consider the appointment of the position of Secretary and Chief of Staff to The Regents, and in open session to consider approval of UC’s 2006-07 External Audit Plan.
Beginning at 5:30 p.m., the regents will tour the UCLA Medical Center.
THURSDAY, MARCH 15
Thursday’s meeting is scheduled to begin at 8:30 a.m. with public comment, followed by an open session of the regents’ lab oversight committee to receive updates on contract competition and other matters at the national laboratories.
The regents’ educational policy committee will then hear a presentation on stem cell research around the UC system, including the recent funding awards by the California Institute for Regenerative Medicine to several UC campuses.
Following these discussions, the regents’ compensation committee will consider recommended corrective actions related to audit findings and management review, compensation for the regents’ secretary and chief of staff position, and individual salary items. Discussion items will include a presentation on the basics of faculty salaries, the 2006 legislative report on executive compensation, and the 2006 annual report on compensated outside professional activities of senior management. These reports will be available prior to the meeting.
