Minear, an associate faculty member in health management information systems in the Bloomberg Graduate School of Public Health at Johns Hopkins University, previously worked as senior vice president and CIO at the University of Maryland Medical Center. He was selected for the UC Davis position after an extensive nationwide search. As Chief Information Officer, Minear will be responsible for an annual operating budget of about $50 million and an annual capital budget in excess of $10 million. He will be responsible for about 500 staff employees, including managers, programmers, analysts and support staff. The units reporting to Minear are Clinical Information Services, Academic Information Services and Information Services.

Since 2001, Minear has been an associate faculty member at the Bloomberg School of Public Health, where he has taught a graduate course of his own design, titled "Health Management Information Systems." From 2001 to 2006, Minear was the Senior Vice President and Chief Information Officer at the University of Maryland Medical Center, a 650-bed tertiary/quaternary academic medical center with more than 6,000 employees. He served as the CIO for both the University of Maryland Medical System and the University of Maryland Medical Center from 2001-2005. He was responsible for the management of 180 information technology employees and information technology budgets of $22 million per year, with a typical annual capital budget ranging from $15 million to $31 million.
Among Minear's achievements at the University of Maryland Medical Center was the deployment and modernization of the center's clinical information systems infrastructure, which supports 54 care units, two busy emergency rooms and the largest trauma hospital in the nation.
Previously, Minear had been the vice president and chief information officer of Park Nicollet Health System in St. Louis Park, Minn. Formerly known as HealthSystem Minnesota, the organization is an integrated delivery system with $500 million in annual revenues, 6,600 employees and 1.8 million outpatient visits per year.
Minear's experience also includes service as the chief information officer and a senior associate director at the University of Minnesota Hospital and Clinic, where he managed the Managed Information Systems and Medical Records departments.
Minear received his bachelor's degree in finance and financial economics from the University of Iowa in 1979, and a graduate certificate in biomedical informatics from Oregon Health and Science University in 2006.
Minear will start his job at UC Davis Health System on Nov. 5, with an annual base salary of $310,000. In keeping with UC policy, additional compensation will include a relocation allowance, participation in the Clinical Enterprise Management Program and the Senior Management Supplemental Benefit Program, eligibility for a Mortgage Origination Program loan and participation in the Partners Opportunity Program for faculty spouses.
