Florida health-care executive named chief operating officer of UC Davis Medical Center

Vincent L. Johnson Jr., a health-care executive with nearly 20 years of experience in hospital administration, is the new chief operating officer of UC Davis Medical Center. The University of California Board of Regents approved Johnson's appointment, with an expected start date of Oct. 27.

Johnson, vice president of administration at Shands Jacksonville Medical Center in Jacksonville, Fla., was selected for the UC Davis position after a nationwide search. As COO, he will lead the operations of several departments and divisions at UC Davis Medical Center, including ambulatory clinical services, a geographically dispersed network of physician practices, managed care and contracts, perioperative services, trauma and emergency care, facilities, human resources, professional services, support services, supply chain management, and health information management and related electronic conversion projects.

Since 2003, Johnson has been vice president of administration at Shands Jacksonville, which is part of Shands Healthcare, a health-care network affiliated with the University of Florida that serves patients in the southeastern region of the United States. It consists of nine not-for-profit hospitals and more than 80 practices consisting of more than 1,500 University of Florida physicians. Shands operates two academic medical centers, a children's hospital, four community hospitals, two specialty hospitals and three outpatient programs, including home care. Shands has more than 1,950 licensed beds and had revenues of $1.5 billion in 2007.

As vice president of administration at Shands Jacksonville, Johnson had executive oversight for nine operational, nursing and ancillary departments encompassing more than 725 employees, with operating net revenue of $100 million and operating expenses of $36 million annually. He had a key role in shaping the strategic direction for the 700-bed, academically affiliated not-for-profit medical center.

During Johnson's five years with Shands Jacksonville, he oversaw the opening of an outpatient surgery center, the renovation of the catheterization and electrophysiology lab, and the addition of 76 new inpatient beds.

From 1988 to 2003, Johnson was employed by HCA Inc. at a number of its facilities. He was the associate administrator at North Florida Regional Medical Center in Gainesville, Fla., from 2001-2003 and, prior to that, he held the same position at Hendersonville Medical Center in Hendersonville, Tenn. Johnson was the director of business office services for Centennial Medical Center in Nashville, Tenn., and at Highsmith Rainey Memorial Hospital in Fayetteville, N.C. He also was the vice president of operations at Dominion Hospital in Falls Church, Va.

Johnson received his bachelor's degree in history in 1987 from the University of Virginia in Charlottesville, Va., and his master's in business administration in 1994 from Averett College in Danville, Va.

He is married to Dana Johnson, and they have two children, Vinnie, age 13, and Kendall, age 11.

As COO of UC Davis Medical Center, Johnson will report to medical center CEO Ann Madden Rice. The medical center, with its 577-bed acute care hospital located on UC Davis' Sacramento campus, has an operating budget of $1 billion, with about 34,000 hospital admissions and 900,000 outpatient visits annually. It has the region's only Level 1 trauma center, comprehensive children's hospital, NCI-designated cancer center and regional burn center. The medical center includes physician practices in 10 communities from Rocklin to Elk Grove and Davis to Auburn. UC Davis Medical Center is a part of UC Davis Health System, an entity that also includes the UC Davis School of Medicine and the Betty Irene Moore School of Nursing.

As chief operating officer, Johnson will receive an annual salary of $450,000. In keeping with university policy, he will be eligible to participate in the Clinical Enterprise Management Recognition Plan at a target of up to 20 percent of base salary, with a maximum payout of $90,000. Per university policy, he will be eligible for reimbursement of reasonable relocation expenses associated with establishing housing in the Sacramento area, a relocation allowance of $50,000, participation in the University of California Mortgage Origination Program, and reimbursement of up to $2,500 of reasonable costs associated with temporary accommodations in the Sacramento area for up to thirty days. Also in keeping with UC policy, Johnson will receive reimbursement for one roundtrip airfare between Florida and Sacramento and four days reasonable accommodation expenses for one house-hunting trip, to be used prior to his start date.
