The University of California Board of Regents will hold its regular business meeting on Tuesday, July 14, through Thursday, July 16, at the Mission Bay Community Center (1675 Owens St.) on the UCSF Mission Bay campus. Tuesday, July 14
The meeting Tuesday is scheduled to begin at 2:30 p.m. with public comment, followed by a closed session meeting of the Regents' compliance and audit committee to receive updates on litigation issues.
The committee will then meet in open session to consider action on the systemwide internal audit plan for 2009-2010 and the systemwide ethics and compliance program plan. They also will discuss a strategic information technology plan, the results of the university's 2008 A-133 audit, and information technology items from the 2008 management letter. In addition, a risk services update and a presentation on UC Irvine audit services will be provided.
Concurrently, the Regents' grounds and buildings committee will meet in open session to consider budget, environmental and design approvals for various campus facilities projects. (See agenda for project information.) The committee also will consider actions on the renovation and expansion of Pauley Pavilion on the UCLA campus and seismic corrections and program improvements for Memorial Stadium on the UC Berkeley campus. Note: Funding for these projects is from dedicated capital facility construction resources outside of the state general funds.
An update on climate solutions efforts also will be provided.
Wednesday, July 15
The meeting Wednesday is scheduled to begin at 8:30 a.m. with public comment, followed by several open sessions. The Board will take action on the selection of a Student Regent-designate for 2009-10. The committee on finance will discuss the 2009-10 and 2010-11 budgets. The Regents' finance and compensation committees will meet jointly to consider an amendment to Standing Order 100.4, to clarify the president's authority regarding employee furloughs and pay reductions, and to consider recommendations for a declaration of financial emergency and budget reduction actions.
In the afternoon, the long-range planning committee will discuss the annual University of California accountability report, including a subreport on student success, and implementation of the University of California Division of Agricultural and Natural Resources (ANR) strategic vision.
The Regents also will meet in closed sessions in the afternoon to consider personnel and legal matters. Consistent with regental policy, all compensation actions will be discussed in closed session on Wednesday and then voted on in open session on Thursday. Open-session items slated for Thursday will be posted online as early as possible upon the conclusion of the closed committee discussion.
Thursday, July 16
The Thursday meeting is scheduled to begin at 8:30 a.m. with public comment, followed by an open session in which the committee on educational policy will discuss the Blum Center for Developing Economies and fall 2009 undergraduate admissions outcomes. It also will consider action on honorary degrees for UC students interned during World War II.
At approximately 10:15 a.m., the committees on educational policy and finance will meet in a joint session to take action on proposed student fees for graduate students registered in absentia. Immediately following, the committee on oversight of the DOE laboratories will meet to take action to modify the DOE contract for Lawrence Berkeley National Lab, to confirm the appointment of the lab's interim director and to consider a resolution regarding access to classified information for individual Regents.
The committee on governance also will meet to consider proposed revisions to the schedule of reports to the Regents.
The compensation committee will meet to consider action on items discussed in closed session Wednesday and to receive other senior management compensation reports.
