The University of California employs approximately 185,000 faculty and staff across 10 campuses and five medical centers. New hiring, resignations, promotions, transfers to new duties and the like occur frequently across the system. Total systemwide salaries are reported annually to the UC Board of Regents as a group and posted at www.universityofcalifornia.edu/news/compensation/reports.html.

UC policy for salary and appointments of senior management group (SMG) positions requires that compensation be reviewed and approved by the regents. Salary and appointments of non-SMG, non-academic employees whose total compensation is higher than $218,000 and whose actions are approved by campuses or other UC locations must be reported to the regents in the next bi-monthly report following approval of the action.

The following appointments, stipends and compensation adjustments were approved by the UC Board of Regents today (Nov. 28):

San Francisco Campus

Joseph I. Castro, Vice Chancellor – Student Academic Affairs and Interim Dean – Graduate Division
Approval was requested for a term appointment and stipend for UCSF Vice Chancellor - Student Academic Affairs Joseph I. Castro as interim dean – Graduate Division, effective Oct. 1, 2011 through June 30, 2012, or until the appointment of a new dean, whichever occurs first. The requested annual stipend of $17,625 represents a 7.5 percent increase to Castro's current annual base salary of $235,000, during this term appointment and for two months after the appointment of the new dean.

This stipend is state funded.

Irvine Campus

Wendell C. Brase, Vice Chancellor – Administrative and Business Services
Approval was requested for a market based salary increase of 9.9 percent for Wendell C. Brase, which would place his base salary approximately 13.5 percent below the 50th percentile of the market. The proposed adjustment would raise Brase's annual base salary from $224,600 to $246,835, an action that would recognize Brase's innovative leadership to UC, where he has served for 33 years. He has two degrees from the Sloan School of Management, Massachusetts Institute of Technology, and is responsible for UC Irvine's administrative, financial, and business services.

Meredith Michaels, Vice Chancellor – Planning and Budget
Approval was requested for a market based salary adjustment of 9.9 percent for Meredith Michaels that would increase her annual base salary from $225,000 to $247,275, effective Dec. 1, 2011. The proposed increase would place Michael's base salary approximately 8.7 percent behind the market's 50th percentile. The action was designed to recognize her contributions as a seasoned administrator and expert in university budget matters; she has over 25 years of UC service and experience at three UC campuses and the Office of the President. In conjunction with the proposed salary adjustment, approval was requested to reslot the position of vice chancellor – planning and budget from Grade 107 in the Senior Leadership Compensation Group (SLCG) to Grade 108.

These positions are state funded.

Davis Campus

Vincent L. Johnson, Chief Operating Officer, UC Davis Health System
Approval was requested for a 23 percent retention salary increase for Vincent L. Johnson, chief operating officer of UC Davis Medical Center, which would raise his base salary from $450,000 to $553,500. The request came after Johnson was recruited by a major competing academic health center with an anticipated base salary offer of more than $650,000.

Johnson has served as chief operating officer since October 2008 with the responsibility for integrating the health system's strategic goals into efficient day-to-day operations at the medical center and its outpatient offices. He successfully guided the transition of several large clinical departments into the Surgery and Emergency Services Pavilion and has recently taken the lead on key supply chain management initiatives to enhance patient experiences while improving efficiencies and reducing supply chain costs.

This position is funded from UC Davis Medical Center clinical revenue.

Randolph M. Siverson, Acting University Librarian
Approval was requested to continue the appointment of Randolph M. Siverson as acting university librarian through Aug. 31, 2012. This would be an exception to policy because his appointment exceeds the 12 months allowed under the policy for rehiring retired employees. There would be no change to Siverson's current base salary of $77,400 at 43 percent appointment rate, which is 27.5 percent below the market median for a university librarian. The campus is preparing to re-launch the search to fill the position, which has been substantially changed to focus more on technology based resources.

This position is state funded.

Chief Strategy Officer, UC Davis Health System
Approval was requested to establish a new position of chief strategy officer, UC Davis Health System, which would have responsibility for the medical center and the medical school. The proposed slotting of the position is SLCG Grade 109 (minimum $214,700, midpoint $274,300, maximum $333,700), which aligns with the range of base pay opportunities prevalent in the market. Impending changes in the health care environment created by passage of health care reform prompted creation of the position, which will be charged with proactively addressing the unique challenges associated with economic sustainability and patient care initiatives facing the heath care industry.
This position would be funded by UC Davis Health System revenues.

Los Angeles Campus

Steven A. Olsen, Vice Chancellor and Chief Financial Officer
Approval was requested for a 9.9 percent salary increase for Steven A. Olsen that would raise his salary from $288,300 to $316,842. At the same time, the campus asked to reslot Olsen's position from SLCG Grade 109 to SLCG Grade 110, and change his title from vice chancellor-finance, budget and capital programs to vice chancellor and chief financial officer, Los Angeles campus. In this expanded role, Olsen would continue to carry out all the responsibilities of his current position, which include academic planning and budget, analysis and information management, capital programs, audit & advisory services, administrative policies and compliance, and space management and analysis, as well as leadership of UCLA's enterprise risk management project.

In addition, Olsen will direct the establishment of a campus treasury to manage and invest UCLA's cash resources and to plan and manage campus debt. He will serve on the board of the newly formed UCLA Investment Company and chair its investment steering committee. Olsen also will assume responsibility for several initiatives intended to strengthen overall campus financial leadership and strategy and play significantly expanded roles in UCLA's administrative restructuring, physical asset planning and management, information technology governance and investment.

This position is state funded.

Santa Cruz campus

Lynda Rogers, Dean – University Extension
Approval was requested to appoint and compensate Lynda Rogers for her role as dean of University Extension, effective Jan. 1, 2012. Rogers, who has been acting as dean since September 2010 under a term appointment, would receive a base salary increase of 13.8 percent, from $145,000 to $165,000. The proposed salary is 18.7 percent below the market median of $203,012. Rogers was offered a career appointment after a comprehensive national search by a committee of faculty, staff and administrators from the UC Santa Cruz general campus and Extension.

This position is funded from non-state revenue.

Chief campus counsels at six campuses

Approval was requested for market based salary increases for six chief campus counsels, the second phase of adjustments discussed with the regents in 2008 designed to more closely align compensation for these attorneys with that of their peers. The market median salary now stands at $256,700 and all these salary recommendations fall below this median. The six incumbents have provided outstanding service and advice to their campus leadership and the Office of General Counsel on a wide range of matters, including the most sensitive legal and political issues. Four of them are responsible for providing legal counsel to a medical center in addition to an academic campus. Details of the proposed adjustments are below.

  • Marcia J. Canning, Chief Campus Counsel and Associate General Counsel (San Francisco): The proposed base salary of $255,000 represents an 8.9 percent increase over Canning's current base of $234,210.
  • Michele Coyle, Chief Campus Counsel and Associate General Counsel (Riverside): The proposed base salary of $215,000 represents an 11.4 percent increase over Coyle's base salary of $193,000.
  • Steven A. Drown, Chief Campus Counsel and Associate General Counsel (Davis): The proposed base salary of $250,000 represents a 21.9 percent increase over Drown's base salary of $205,045.
  • Diane F. Geocaris, Chief Campus Counsel and Associate General Counsel (Irvine): The proposed base salary of $255,000 represents a 14.3 percent increase over Geocaris' base salary of $223,045.
  • Daniel Park, Chief Campus Counsel and Associate General Counsel (San Diego): The proposed base salary of $250,000 represents a 6.4 percent increase over Park's base salary of $235,000.
  • Carole R. Rossi, Chief Campus Counsel and Associate General Counsel (Santa Cruz): The proposed base salary of $215,000 represents a 13.9 percent increase over Rossi's base salary of $188,754.

Interim actions

Some appointments and compensation are approved by the chair of the Committee on Compensation and the UC President as interim actions, which arise between meetings and must be dealt with more quickly for a variety of reasons.
