Gov. Schwarzenegger kicked off 2010 with a budget that restores $371 million to the University of California. He also proposed a constitutional amendment to shift state funds from prisons to UC and the California State University system. These developments signal a change in priorities for California, and I deeply appreciate the governor's efforts. At the same time, UC's ability to maintain access and excellence and to serve the people of California are at risk unless we receive full restoration of state support.
